I disagree with your framework for regulating VoIP apps.
See, sir we are already paying a hefty price for using 2G n 3G and we get a slow speed connection.
So if you start regulating this apps so this would lead to an impression that  Govt is favouring the Telecom operators.
Being an Indian Citizen i would pray you to not regulate the apps.
