The plans to bring in any sort of control on what's app or viber should be completely abandoned. Protectionism never benefited any industry or economy in the long term. If companies find whatsapp is eating into their revenue and they can't compete through protectionism they will be forced to innovate to survive. Govt of India will simply find different ways to get their income.
