Sir,
Application based messaging and voice calls are alternatives to the traditional form of these communications and should be welcomed and not compromised for profit margins of the telecom companies. 
If their proposal is passed, we might face the following problems:
1) Throttling of speeds on websites that are critical of the government in rule. 
2) Unethical tie ups between online stores and telecom companies for speeds on sale events.
3) Any desired legal activity on the internet for an individual should be open and free, which will not remain the same if the proposal is passed. 
4) Curbing of the lower income class to fully express themselves on a social platform.
5) An unnecessary hurdle to cross to be able to express yourselves out in the open.
6) This can be called as one form of discrimination, a form of division among the common people. Only the rich, who can pay get to do what they want.

All the developed countries and their leaders are standing up for net neutrality. Please be serious about it. The common man has absorbed every burden of the government, this is one thing the government can back it's citizens on.
