At the outset, allow me to congratulate you to for seeking consultation of stakeholders in respect of proposed regulatory over-the-top services.
In my view, the Telecom Services Providers anyway recover the fixed cost of their infrastructure and running cost of their operations when they offer data services. They do not bear additional cost when a subscriber uses the data service for over-the-top services like voice/video calling or gaming, etc. The provision of data service, thus, is neutral to the end usage.
Business rationale says that just as the seller must be compensated for cost of her/his goods as well as a justified profit on top of it, the buyer need not have to shell out additional money than what is required.
Charging separately for Over-the-top services is against this business rationale and must be quashed immediately. This move seems to be nothing but a means to pocket additional profits from end consumers.
