I am a subscriber of AIRTEL with no. +91-94485-56726.

Firstly we should get rid of as many as 22 circles in mobile telecom sector.

China which is vast than our India and much more user than us does not discriminate users under circles. We should have One India - One Circle strategy.
This will allow Service Providers to bring the cost down as they need not have to bid for air waves for different circles, but can optimize the best usage of the airwaves won in the bids. At present scenario they have to take out different plans for different circles which bears input cost.

If One India - One Circle is implemented then they can think of one plan level wise catering all customers in different circle. India has reached at a subscriber base where we can have fixed rentals with minimum promised fixed usage.

To elaborate i would like to put an example : Let the fixed rental be 99 Rs. let the customer get 200 mins outgoing calls free, with 200 Mb fixed 2g / 3g data and 200 SMS free. Since it is under One India - One Circle so there is no local or std or roaming calls. Now the customer know that he has to pay 99 plus taxes us fixed charges up till the limits of his freebies, after the freebies let the call rates be us low us 30 paisa per minutes, data be at 1 paisa per kb, and sms at 25 paisa per sms.
The above can be example of lowest usage by a customer.

Now the example of highest usage by a customer : Let the fixed rental be 1999 Rs. let the customer get 4000 mins outgoing calls free, with 40 gb fixed 2g / 3g data and 2000 SMS free. Since it is under One India - One Circle so there is no local or std or roaming calls. Now the customer know that he has to pay 1999 plus taxes us fixed charges up till the limits of his freebies, after the freebies let the call rates be us low us 30 paisa per minutes, data be at 1 paisa per kb, and sms at 25 paisa per sms.

Now between the fixed rental of 99 and 1999 they can have different slabs of rental with different slabs of freebies us per the rental.

Here the service provider will know that this is the minimum he will get from his X customer and also the customer has transparent plans to use as per his or her needs.

So much of energy, paper, server memory of each customer can be saved with this.

The service providers can then distribute there earnings for different expenses like call termination charges, inter connect charges, spectrum license fees or they can charge upto 5 % of the rental for these miscellaneous expenses instead of cheating the customer with hidden charges and wrong billing which stems stiffs and fights between customer and them, this way they can also save cost on customer care departments as there will be no big issues left to solve as customer grievances will also reduce tremendously. 

I fail to understand the cause to put extra charges for OTT services.
At one place they have to reach the break even sooner than later, then such charges on such services will discourage users, and the OTT service providers will find new way out for everything to sustain in the market. So i feel instead of wasting the world energy, money etc. might as well don't charge for it instead find better ways of providing good and efficient service and en-route towards fixed rental system with balanced freebies so that customers are not left unhelpful and confused with their usage and billings.

I have lived in Hongkong, they have fixed rental system and they provide multiple freebies on that fixed rental and after that too the charges for call and data is way less in terms of there currency ( not to convert HKD into INR ).
