Dear TRAI,

Internet is a vital enabler of growth today. Take a backward, rural town or city, and give them good broadband. Education, growth and everything else will immediately follow. This should be an inclusive growth - benefiting all people, all industries and government.

But without Net Neutrality regulations, this growth will benefit only one entity: The Telecom Company. This is an anti-development issue.

Imagine what will happen if Electricity companies begin charging based on what A/C, TV or appliance I use? Firstly, it invades on my privacy to track what appliances I own, and how I use them. Secondly, telecom companies can now arbitrarily charge left and right for anything they want. If I don't pay, they'll charge the manufacturer. If the manufacturer doesn't may, they'll reduce the quality of service and indirectly demand payment. This will be disastrous for the economy, and nobody will benefit from this kind of swindling model. The country will lose in the long run if such short-sighted measures are allowed.

The same thing will happen to the Internet. Internet cannot be charged on what sites are being used. Internet should be classified a Utility, as the landmark FCC has ruled. Even Governments don't do double taxation, but without Net Neutrality, Telecom companies will charge people for data, in addition specific sites, and the site owners too! There will be nothing stopping them, and it will destroy the growth of this country.

If anything else, Telecom companies invading upon my privacy is outright Illegal. They are only a delivery service, and they should not open up packets for deep introspection.

I request you to take into account the recent FCC rulings, classify Internet as a utility, and make sure proper Net Neutrality regulations, Privacy and Quality controls are in effect.

Thanks,
- Subhas
