Please let the consumer be the King. Internet service providers are already charging for data services. 

It's not that Internet Service Provider are providing data services free of charges when web based applications facilities are being utilised. They already charge for the data which get used up while using web based applications facilities. 

Moreover, if certain web based applications are providing services to consumers, then the same should inspire the the Internet Service Providers to be innovative instead of becoming exploitative.
