Dear TRAI,

Please do not allow operators to implement differential licensing.  I think this will create a situation which will take away choice from the consumers, as well as pose a hurdle towards new ventures to compete with established players.  

It is also an important the Internet stays neutral to ensure free expression of ideas, and dissent.  This is an important part of a functioning democracy.

I hope you consider these opinions before making a decision.
