Dear Sir, 

A simple unified plan with call and data charges is ideal and practical. It would amount to double charges if every app we use would entail an extra charge and would enrich the service providers. New apps are developed on a daily basis , this Innovation would be reduced or stop as opportunity to introduce and make it successful would be reduced. Say if a charge was applicable WhatsApp and other such developments would not have taken root. 

Communication is the key to development of society like literacy and  root out bad practices like female featicide
