New demand from the operator asking for different charges for different app should not be encouraged as it is going to affect many things. If data plan is already taken then why they have to pay additional for having that facility.

If this happens then it will also affect mobile app development companies as new app will not be developed further as user needs to pay for it. This will make only existing popular app to run and there wont be any further progress India will go behind in technology.

Even though it happens even public is opposing then it will be assumed by public that govt bodies have taken bribe and taken decision in favour of operators.
