I have few questions and need clarification related to Telecom services and Consumer rights as mention below:
 
1) When consumer is in National roaming (In any other circle in India, outside home circle), whether customer care complaint 198 should be available? If available, whether operator can charge for this service?
2) When consumer is in National roaming (In any other circle in India, outside home circle), whether customer care no should be available? If available, whether operator can charge for this service?\
3) When consumer is in National roaming (In any other circle in India, outside home circle), then customer care or customer care  complaint no refuse to take complaint providing reason that they do not have details of other circle consumer?
4) Whether it is mandatory for operator to provide customer care email id in Telecom Consumer Charter for Handling Consumer Complaints on their website?
5) Whether consumer can approach consumer forum for cases related to telecom?
6) What is process to claim compensation for loss or time and money due to negligence of telecom operator to address the issue?
7) Please provide the details of RTI contact person for TRAI and telecom operator, if any.
