Respected Sir,
The issue at hand is the most emerging one and is being discussed all over the world. The neutrality of the net is one of the most distinct feature of this medium. Internet is something that is not only for entertainment but is used for educational and official purposes. In India, we are stilling developing ourselves in all these fields and to put additional pressure on this free growth would hamper our development.
The internet service providers have no right to charge extra amount on any particular service that we use. It would amount to erecting a barrier while using a particular service. ISPs just provide a medium for connecting to the virtual world and they don't have any stake in the virtual world. If they won't be stopped ISPs would start controlling the virtual world and a kind of censorship would prevail on free speech and expression.
The comments of the ISPs with respect to their own capital being invested cannot be made the basis for giving them arbitrary powers for exploiting a common property. Even in the USA, where capitalism prevails and lobbying against favorable policies is legal, they have not accepted this argument by ISPs and they have been made subject to state control and complaints can be filed against them for slowing down speed of any particular website.
Without going into any technicalities and legalities, I would just like to submit that ISPs and for that matter anyone should not be given a free hand when right of free speech nd expression is concerned. IT constitutes our fundamental right and is a basic feature of our Constitution and not even the government has any right to curb it. There should be proper regulations with respect to slowing speed of any website or any particular service.
Please ensure that Neutrality of the Net is maintained and we do not enter into the rat race of corporates.
