  1. Is it too early to establish a regulatory framework for OTT services, since internet penetration is still evolving, access speeds are generally low and there is limited coverage of high-speed broadband in the country? Or, should some beginning be made now with a regulatory framework that could be adapted to changes in the future? Yes it is too early to start something like this in a developing country, I do NOT want to see my country in a position where rich can go every where and poor can not. India was once under cruel rulling, please dont bring it all over again. I can not live in a hope for another Gandhi to born. leave the internet free and accessible for all.
  2. Should the OTT players offering communication services (voice, messaging and video call services) through applications (resident either in the country or outside) be brought under the licensing regime? There should NOT be any extra benifits for any VIP in India, the only tool accessible equally to everyone is Internet. It's vital to step forward towards country's and human's development, I do NOT want rich occupy the intangible Internet and stop that.
  3. Is the growth of OTT impacting the traditional revenue stream of telecom service providers (TSPs)? If so, is the increase in data revenues of the TSPs sufficient to compensate for this impact? I may not able to answer the first question certainly, but collecting more funds, from those who can afford, would definetly won't make any difference to compensate the impact. I believe there are enough people willing to invest for connecting the world better. Use those funds, but do not put STOP signs, for those who can not afford, to access.
  4. Should the OTT players pay for use of the TSPs network over and above data charges paid by consumers? If yes, what pricing options can be adopted? Could such options include prices based on bandwidth consumption? Can prices be used as a means product/service differentiation? In my opinion OTT players definetly some loophole to eascape from paying extra, like our great TAX filing. So better leave the Internet FREE and let the people improve their lives. Governament's scheme not doing enough anyway.
  5. Do you agree that imbalances exist in the regulatory environment in the operation of OTT players? If so, what should be the framework to address these issues? How can the prevailing laws and regulations be applied to OTT players (who operate in the virtual world) and compliance enforced? What could be the impact on the economy? YES I believe there will be VIP and VVIP services poping up, and general public would feel push to pay and access Internet. Better dont put any priorities over accessing knowledge base (Internet).
  6. How should the security concerns be addressed with regard to OTT players providing communication services? What security conditions such as maintaining data records, logs etc. need to be mandated for such OTT players? And, how can compliance with these conditions be ensured if the applications of such OTT players reside outside the country? I think their would not be any any security change, means implementing new schemes. For that matter it could be possible where users who can not afford for premium services in much vulnerabile situation. So, leave Internet FREE to access.
  7. How should the OTT players offering app services ensure security, safety and privacy of the consumer? How should they ensure protection of consumer interest? If Internet providers consern about consumer data safety, think a better way to secure the whole Internet. Otherwise leave the Internet from premium and non-premium services and let unconnected people teach the world how.
  8. In what manner can the proposals for a regulatory framework for OTTs in India draw from those of European Telecommunications Network Operators (ETNO)? What practices should be proscribed by regulatory fiat? Simply say NO to those ETNO's so we can stop them to sit vitually on us AGAIN.
  9. What are your views on net-neutrality in the Indian context? India is a growing country and there are people who can not access water till today because rich people made it not affortable for them. I believe with vast number of youth force working for as low as 10,000 Rs a month, there would be more people can NOT afford any premium serviceson Internet, please leave the Internet FREE and make it available for every person. Country like my India can be in progress scale toward development and education. Making Internet a paid service our knowledge growth can, it would be cutting our own branch if Governament allow for premium service over Internet. I firmly support NET-NEUTRALITY, for a better future for us and for our decendants.
  10. What forms of discrimination or traffic management practices are reasonable and consistent with a pragmatic approach? What should or can be permitted? NONE, I can not imagine India a country like some pay as you go AGAIN. India is a free country now, we may fall behind towards growth but we can NOT see that growth even slowly with permium services on Internet, Indians have lot to catch-up with lets not make the growth by ourselfs to make someone rich.
  11. Should the TSPs be mandated to publish various traffic management techniques used for different OTT applications? Is this a sufficient condition to ensure transparency and a fair regulatory regime? NO, if TSP's wants to provide better services for their customers? Install better towers and maintain them properly for eveffective Mobile network coverage. There are places in this very world installing 5G, yet India is struggling to provide 2G through out India regard of city or village.
  12. How should a conducive and balanced environment be created such that TSPs are able to invest in network infrastructure and Content and Application Providers (CAPs) are able to innovate and grow? Who should bear the network upgradation costs? Allow international investments on developing network coverage only, not to put some premium toll like services.
  13. Should TSPs be allowed to implement non-price based discrimination of services? If so, under what circumstances are such practices acceptable? What restrictions, if any, need to be placed so that such measures are not abused? What measures should be adopted to ensure transparency to consumers? There must NOT be any discrimination services for mobile coverage or Internet, those are coming common needs now, it is better to concentrate on how to provide these services efficient to public.
  14. Is there a justification for allowing differential pricing for data access and OTT communication services? If so, what changes need to be brought about in the present tariff and regulatory framework for telecommunication services in the country? NO, in a growing country like India there should be plans how to provide better services, but not on plans how to collect more money in so-called better access to those services.
  15. Should OTT communication service players be treated as Bulk User of Telecom Services (BuTS)? How should the framework be structured to prevent any discrimination and protect stakeholder interest? NO, if there is such thing as outfunding, it must be direct to implement these services to every one.
  16. What framework should be adopted to encourage India-specific OTT apps? There must NOT be any premium service framework implementation/ installation. If funds available make them use for better free connectivity, after all we are all humans, we are the ones introduced these money, lets not the money stop us from development. 
  17. If the OTT communication service players are to be licensed, should they be categorised as Application Service Providers (ASP) or Communications Service Providers (CSP)? If so, what should be the framework? The OTT palyers only get license, if we issue. Dont let those players to sit on our head.
  18. Is there a need to regulate subscription charges for OTT communication services? No need.
  19. What steps should be taken by the Government for regulation of non-communication OTT players? Learn to say NO for anything that discriminates us and seperate us for paid and not paid users.
  20. Are there any other issues that have a bearing on the subject discussed? DO NOT make profits over Internet, it's a free service let it be FREE.
