Dear concerned,

I have long admire internet and basically learned everything from it. I haven't bought books when I was in college, and was able to learn freely from the online lectures that I found on youtube, khan academy, etc.

I plead you not to allow ISP's to charge more for differential internet. That will end the way I knew internet. This is not business, this is just taking leverage. Please do not allow them to do so.
