To the concerned authority,
In response to the consultation paper on Regulatory Framework of Over-the-top services, 27 March 2015, I believe it unfair that a network provider can levy charges on OTTs which have through functionality been free for users. The regulation would give scope to monopolization by wealthy, well established network providers on OTT services, for which no one has the right to claim. Further more the telecommunication networks have had great growth years and made good profit margins courtesy of our country's large population. The internet was, is and must be a free and fair domain.
Q1. Yes it is very early to start a regulatory body for OTTs as they are new and emerging developments. Regulating them would give unfair corporate control and financial gains.
Q2. No. There are sufficient free and fair third party frameworks operating within the functioning of the internet that are designed for this.
Q3 No, extra data revenues cannot be claimed by TSPs for developments in the internet domain. Similarly the rise of internet has grossly affected the postal service, yet they cannot claim compensatory revenues.
Q4. No the two systems must remain isolated and operate within there function.
Frankly this process this long and lengthy. I support net neutrality! and stand against corporate or individual bias in the functioning of the internet.
