This is related to the Consultency Paper No: 2/2015, Consultency Paper on Regulatory Framework for OTT service. 
[Pointers related to Chapter 7, page#113.]

The OTT Services are complementary in the telecom industry. The OTT are the innovation engine, which can potentially accelerate the growth in Telecom industry. We should not control either of them for any legal, social or economic reason. Here is how, OTT can help. 

Telecommunication is all about linking 2 or more people [or system] over network, at a cost. We have evolve through an array of technologies over 100+ years, where the communication has revolutionised the society. Wire connection and voice call in fixed line has moved ON, to wireless data connectivity. In terms of technology, we have the best possible system in place, which can thrive more on data now. This data is all about IP communication, which has evolve over 30+ years and mature in last decade in mobile paradigm. 

We must welcome the DATA, IP communications. Just for the sake of making telecom revenue on voice/sms, we should not neglect data/IP traffic. We must plan, how to provide 100GB per month Data per house hold, over a fixed IP address, at a nominal cost. This might be at just 1Mbps speed. 
Encourage OTT, to bring more innovative applications and services, which will bring great experience and need 100Mbps bandwidth and more data. So, the base pack will bring the mass, and enable the adaptation. And OTT will push that demand to higher bandwidth requirement. 

In the mobile communication, more data consumption can be more revenue for MNO. As more smartphones are getting into network, we need more data traffic enablement at MNO side. This need a liberal thinking, and infrastructure expansion. It needs to create more demand which can drive the consolation 1000 times. 

This is anyway going to happen and we can see this, happening around us. We need to ride the tide and sail the storm, and focus on the future demand and leverage the technology. 

In India, we must have moved to 4G by now, and enable data IP traffic more. Network operators are the driving factor in the telecommunication growth. It can really push the growth for smartphone and mobile internet devices and data consumptions. Yesterday's revenue loss will get make over by tomorrow OTT’s push of IP data traffic usage. The more consumption we have in telecom, we can bring more cost effective tariff plans. 

Just an example:

1. Base plan for BB and 3G, can be 1Mbps, 100GB per month, at 100 Rs monthly. 
2. For 16Mbps over BB and 8Mbps over 3G, can charge 1000 Rs monthly. 
3. Both above plan will push the consumption and demand. User will demand more of 50Mbps to 100Mbps plans, which can be offered on demand, at top-up basis. Speed on demand, so user can see 4kHD movie and HD video call, or may be use-case specific usage. 
4. Encourage OTT to bring out new app with innovation, where user need higher bandwidth, thus MNO/ISP can sale high speed and high cost packages. 
5. MNO/ISP can sale the fixed IP to Home and devices, so inter connectivity improve and we get the IoT up, which will up the usage further. 

Imagine a simple App like meerKat or Periscope can push the data usage a lot, over 3G/WiFI. More data usage can increase the billing. The MNO/ISP need a monthly fixed rental, to assure the bottomline. And up-sale of top-up plan and speed of demand will create significant bandwidth. In case, 3G infra is too costly for MNO to expand further for more data, same MNO can increase WiFi-PoP massively, so that the data usage keep increasing, and get spatially offloaded to wifi. OTT should be left free to innovate and monetise for their growth and survival. For the security perspective, interpol and international agency should help the country to have the proper regulation, with inland security and intelligent agencies. Lawful Interception of the service can be innovated more intelligently within the legal framework. 

Hope, we will have a socialist, democratic, liberal network, with fixed & mobile data, growing together with OTT.
