Dear Sir/Ma'am,

I work The Sunday Guardian newspaper. I'm working on a story for on the OTT consultation taking place.
The document says that stakeholders can send in their suggestions and arguments, but several activists who believe in net neutrality are urging the consumers to send in emails too.
Will the emails from an average consumer be taken into consideration too? Or are the telecom companies the only participants of value in this consultation?
