Dear Sir,

Please find my POV on the questions asked :-

Question 1:-  We should not control Internet or its contents, as its just a medium of communications.  But, we should start the have control of the same as soon as we put in the law that govern normal daily casual conversation between two human beings.  How can the watchdog justify what is correct and what is not?   OTT services are like  open source softwares available in the world for example :- unix, Linux, android, adobe pdf , winzip, google chrome, internet explorer etc.   Are we going to start charging them as well??

Question 2:    We should not, as its going to be equivalent of putting licensing regime on postal letters and couriers.  They are a platform or a entry gate via which one passes through, after paying toll charges to  Bandwidth providers.

Question 3:   Internet is a single medium which can consume every possible medium of communication and entertainment. And it might even happen soon.  There is no doubt that the revenue will suffer in the days to come by the telecom operators.  But the same haul was made by the horse carriage companies during 1900's when automobiles started to run on the same platform i.e roads that the horses were using.  Same as wrt Telecom operators.  Better to charge on Internet packages then to start charging for each and every APP that gets released.

Question 4:  No, this will kill every possible innovations and improvements that the human society will have.

Question 5:   Yes, imbalances do exists. The same can be made by just having the respective OTT provider to take explicit undertaking of any future human affecting errors.

Thanks,
