To whoever it may concern these are my following responses to your questions.
Question 1: Is it too early to establish a regulatory framework for OTT services, since internet penetration is still evolving, access speeds are generally low and there
is limited coverage of high-speed broadband in the country? Or, should some beginning be made now with a regulatory framework that could be adapted to changes in the future? Please comment with justifications.
A1. Our country being one of the poorest and illiterate, in my eyes Internet has been some what of a boon to us, opening doors to the outside world hence bringing us closer to the many and more developed and open minded cultures, it would be cruel and unnecessary
to just spike the rates of certain services only because of their high usage, if greed happens to be your only motivation i presume legalizing cannabis not charging more for which the provider of the content itself feels should be free. So in my opinion "NO"

Question 2: Should the OTT players offering communication services (voice, messaging and video call services) through applications
(resident either in the country or outside) be brought under the licensing regime? Please comment with justifications.
A2. Absolutely not, If the provider of the content feels it's for the greater good of the humanity than you should too & not bring it under the licensing regime.
Question 3: Is the growth of OTT impacting the traditional revenue stream of TSPs? If so, is the increase in data revenues
of the TSPs sufficient to compensate for this impact? Please comment with reasons.
A3. How is OTT impacting the so called traditional revenue streams of the multi-million firms, if in case you didn't
notice there's more 1.3 billion of us, so i guess it might not be that hard to harness money from them and even if it is ask your fucking corrupt officials to listen to their conscience and for one time actually thing about this god for saken country and it's
people and let us just fuckin use the OTT services for the fee that we already incur as you might notice they aren't altogether free or are you so stupid that you didn't realise we already pay for it?
Question 4: Should the OTT players pay for use of the TSPs network over and above data charges paid by consumers? If yes, what
pricing options can be adopted? Could such options include prices based on bandwidth consumption? Can prices be used as a means product/service differentiation? Please comment with justifications.
A4. Holocaust should have been taken place in india so we might have had less of chuts like you, if the people behind TSP networks were able to sustain it till now then i see no problem sustaining them in future, and FYI the bandwidth the TSP networks
provide in this shit country range between 2 - 100 mb/s(where only the numbered privilege among us enjoy the 25 - 100 mb/s bandwidth rest have to stutter their way through the minnow download speeds and surfing speeds and what bandwidth consumption of your
speak of in a country which is yet to roll out 4G & only less than 10 cities actually have heard the term fibre-net).
Question 5: Do you agree that imbalances exist in the regulatory environment in the operation of OTT players? If so, what should
be the framework to address these issues? How can the prevailing laws and regulations be applied to OTT players (who operate in the virtual world) and compliance enforced? What could be the impact on the economy? Please comment with justifications.
A5. Yes they do because they offer a better service and experience than many, but it shouldn't mean that they should
be charged for.
Question 6: How should the security concerns be addressed with regard to OTT players providing communication services? What
security conditions such as maintaining data records, logs etc. need to be mandated for such OTT players? And, how can compliance with these conditions be ensured if the applications of such OTT players reside outside the country? Please comment with justifications.
A6. Instead of asking us, why not turn your heads to the incompetent, undeserving, corrupt VIPs who often frequent the parliament, look and learn a little from the USA how they deployed NSA so effectively, maybe some of their citizens had to lose their lives for it but our country has so many and some of which or i must say a large chunk of which reside in villages ploughing seeds which a handful of machines can perform much more effectively and efficiently, kill them blame the paks for killing them through planting bombs which they orchestrated through phones tap each and every goddamn communication device and voila you have less incumbents to worry bout & better GDP per capita *think bout it*

they ensure protection of consumer interest? Please comment with justifications.
A7. First be concerned about the rape capital of your nation then actually worry about people having sex chats and
sharing pictures of off the OTT players.
Question 8: In what manner can the proposals for a regulatory framework for OTTs in India draw from those of ETNO, referred
to in para 4.23 or the best practices summarised in para 4.29? And, what practices should be proscribed by regulatory fiat? Please comment with justifications.
A8. Now it feels more like you asking for suggestions and i'll give you one don't think about charging us more for
the free services and all this would be over.
