Didn't understand much of it however wat I do understand is that the TSPs already charge hefty amounts for mere Internet data usage.
For more details n proof plz check ur own mobile Internet 3g plan.

If they are allowed to add charges for applications like WhatsApp etc its ultimately goin to come on customers.

Also they anyways charge or receive money from big companies to give high speed for their sites wch could be continued as it balances them from charging for WhatsApp.

So Conclusion
DO NOT CHARGE EXTRA FOR VALUE ADDED SERVICES ON INTERNET.
