Neutrality literally means impartiality. 

Impartiality towards the usage for a particular resource.

Spectrum is a free resource, it is in the air around us and hence owned by everyone in this country. The Telecos are only being paid to ensure that appropriate systems are in place to use this NATURAL resource. 

I have zero faith, like the most of the other citizens, on the Telecos to give us a fair deal. Hence, I want to ensure that this NATURAL resource I am paying for is open to use as I please and in no way segregated on the convenience of the Telecos.
