Respected Sir,
I just came across the whitepaper which discusses about Net Neutrality & OTT Services in India. As a citizen of India, I am really disappointed that you are even considering a move that will destroy the basic principle on which the Internet was created which states that No Packet shall be discriminated irrespective of it's origin or destination. 
Consider an example of Net Neutrality in like Electricity distribution. We consume Electricity & pay the bill at the end of the month. But it's not the concern of Electricity company how we use our Electricity, which appliance & of which brand is been used. If this flawed logic applied by Telecom was applied by Electricity we would have to pay for different price for a TV & Refrigerator. They would have even charged us differently on the manufacturer of the appliance. Same goes for Water distribution as well.
If Telecom operators are allowed to charge on OTT services like Whatsapp, Skype, WeChat etc... Next they will come after Social Media, Video Streaming, News Sites, even the sites of their favorite Political Party or Politician. This should be stopped now, else the basic premise of Internet will be destroyed in India.
We as a country still have one of the lowest Internet penetration in the world, also we suffer from one lowest Internet speeds in the world. And still prices of Internet in India are much higher than other countries. 
Instead of developing & improving Internet infrastructure and connectivity we are now planning to charge even for the same Internet. 
If you go by worldwide example no one in this world is charging for OTT services. China once tried to implement it but due to public backlash it was revoked. In US ISPs wanted to provide priority lanes to improve service & reliability of sites that could afford to pay. But they were stopped with current President Barack Obama enforcing strict Net Neutrality laws in US and making Internet as basic human right like Electricity & Water. In Netherlands right to broadband access is already a human right. 
Right now most people who will be get affected by decision to abolish Net Neutrality in India are not aware therefore you don't see much protests or agitations. But once this move is implemented, everyone will get to know about this horrific move. Soon you will see agitations against it, which will also affect the popularity of the current Government. 

Therefore I request you to kindly reconsider regulating OTT or any other service on Internet. Let the Net Neutrality in India survive, we don't want to be the first & only country that has destroyed the basic Internet.
