Telecoms are just seeing their profit and how much they will benefit after they control the net, Its customer right what he/she does with the product after he/she buys, for example after buying the laptop seller cannot tell me what to do with the laptop and he can't stop me from using apps installed in it, which operating system to use in it.
If we see in future, then net is very useful to get all the information, for studying, for entertainment, for news. If this rule passes then very less and less people will use the net and India will go backwards as developing country. No citizen want this, citizens are not that rich, don't bully them more. Net is the important part in developing country, If it is controlled by the companies, it will be too hard for the country to move forward.
