As of today, in the Indian telecom industry, the spread of 3G and 4G services is limited. Already 3G tariffs are very high on various networks varying from Rs.220 to Rs.250 for one Giga Byte of data. For a middle class person who uses an average smart phone, the prices are high.
Also the spread of voIP services such as skype, viber, hangouts are not very wide and popular as Instant messaging services such as Whatsapp, Facebook Messenger or Hike.
The service providers, specifically mobile cellular service providers, who can provide their consumers with SMS service @ lesser or value benefit services, have increased the prices to a high. On various networks, a 3000 SMS pack would cost around seventy to ninety rupees. People automatically moved on to better, easier and cheaper services they could get.
By supporting the ISP to charge more for OTT, its actually punishing customers for using a service. The company's(mobile services operators) could price their services competitively to face the growing competition.
coming to the paper published, I have read through various the pages indicating how various countries are dealing with such problem. I urge you not to consider chinese policy, where the people still are fighting the censorship, let alone 'Net Neutrality'
French argument asking the VoIP providers to register as telecommunication services seem to be apt. But again, let those people decide if they would charge the customers for usage of their services. Asking these services to direct emergency calls, and track conversations is actually beneficial, in being vigilant.
But the internet providers have no right to prioritize or throttle any services accessed through internet. It would be similar to subscribing to a DTH service and they have the right to restrict the content that is being telecast. They can not ask consumers to provide extra to access a show on a channel, for which the subscriber had already paid.
In wake of you asking for our opinion, you may get a lot of response saying NET NEUTRALITY is the way forward. The only reason Tim Berner Lee had not patented the Internet, is to make it available to all of public. Allowing ISP's to have variable pricing is exactly opposite to his spirit.
