Subject: Question 12: How should a conducive and balanced environment be created such that TSPs are able to invest in network infrastructure and CAPs are able to innovate and grow? Who should bear the network upgradation costs?

The TSPs will outearn their present income with the advantage of mass scale consumption of their bandwidth which will provide network upgtadation cost that they'll themselves have to bear because in long term their primary or only business would of providing data.

This phenomenon is known as CHANGE which is naturally difficult to adjust.

If they don't evolve, they'll disolve.
