Dear Sir/Ma'am,
Please consider this as a request from a tax payer of this country to not make data services like Whatsapp, Facebook to be charged separately.
There is absolutely no point in making a free 'internet' service chargeable simply because it is internet, if you regulate one free service, ten new will pop up. It is like saying that a new technology should be stopped from materializing because that will reduce the earnings for the old technology. This is totally against development.
The service providers are earning money through the humongous amounts of data packs that customers buy on a regular basis, if their revenue from one source is decreasing, it is increasing from another means. There is no justifiable reason as to why a customer should pay for a certain service more when they are paying for the internet bandwidth anyway.
Restricting the usage of certain internet services and encouraging other internet services or banning any services in a country is as regressive as it can get, it is like going against development and is highly demotivating for the tax payers.
Hence, I would request you to not go in this direction, as a developing nation, we should move towards creating net-neutrality and establish ourselves as a flexible, pro-development nation.
