Here are the answer's for the 20 questions regarding net neutrality.
1. Charging for OTT right now is not appropriate right now.There are
still people in rural and semi urban areas who do not have access to
the internet . Charging for OTT will only hamper the growth of the
internet and prevent its widespread use
2.NO OTT PLAYERS should be charged for providing communication
services .The internet should be free and just and each app developer
should have the freedom to make and use the internet as they see fit
3. Yes OTT players are impacting the revenue of the telecom companies
but their minute loss is nothing compared to the vast gain in
subscribers for the telecom companies . Increasing the speed of
browsing in turn increases the time spent online. Take the case of
google fiber .When it was installed in various US cities there was a
positive increase in the time spent online. So my suggestion would be
that increasing the availability of internet and its speed would
generate more revenue than hampering the speed
4. No OTT players should not pay the telecom companies for the usage
of bandwidth. This gives undue power to the telecom companies who can
control the flow of data. They can for example cause Whatsapp to be
more expensive or promote their own apps . This undermines the spirit
of Capitalism . The market should be free and independent
5.No there is no imbalance. All OTT players follow the rule of the
market which is free and equal .If a service is used more it is
because it appeals to more people . No telecom company should have a
say in that. If for example Airtel has more users than Vodaphone then
it is becuase of the service they provide. So will it be justified to
curb Airtel ? In commercialism the better company wins. But for that
to happen the market should be free and fair.
6. Security concerns can be kept in check by monitoring data from
suspicious sources. Or maintaining and accessing a global database.
Any data or communication should be handed over to the concerned state
scanned processed.If a threat is seen only then should the persons
identity be revealed and the government inquiring that should make
public the circumstances of doing so after the threat has be been
neutralized .
7. OTT players should clearly specify whether or not their app
services are safe secure and encrypted or not. After that it should be
left upto the consumer to decide whether or not he/she wants to use
the app
8.I AM AGAINST ANY REGULATORY FRAMEWORK THAT RESTRICTS FREE FLOW OF
DATA ON THE INTERNET
9.Net neutrality is about the internet being free. No company should
be allowed to choose the rate and speed at which an OTT is accessed
.The control should lie entirely in the consumers hands. If for
example a researcher wants to access Skype to talk about his research
he should be able to do so without any extra surcharges.
10. Discrimination is . possible and likely to happen. It will give
rise to unfair trade practices when OTT players might need to bribe
the companies or pay extra to get a decent speed. The same speed
should be accessible to all apps irrespective of their make. For
example : A small developer might make a new app but he/she might not
get the required speed and hence the idea might die out. Not enforcing
net neutrality would lead to only big players surviving and smaller
ones dying out.
11.Yes TSPs should be mandated to publish various traffic management
techniques used for different OTT applications. This will ensure
transparency and give us, the citizens, power to see that the
companies are being fair and just
12. TSPs should increase the the penetration rate and provide faster
speeds It has been seen that faster speeds lead to greater usage . The
cost of upgrading will be compensated by the consumers by their
increased usage of the internet .
13.NO. TSPS should be allowed to discriminate between any services
whether price based or not. Every OTT should have an equal footing.
Also the TSPs should publish the data online every month of every
region to show to the consumers that they are giving equal speed.
14.No. Iam against differential pricing. Differential pricing leads to
unhealthy market practices . It shuts down innovation by OTT players
and gives undue advantage to some players over others defeating the
purpose of a free and fair market
15.NO. OTT communication services should not be put in a separate
category of Bulk User Of Telecom Services (BuTS). Framework can be
structured to charge more and provide better services .For example the
concept of binge watching on sites like netflix increase the data
consumption and hence can be a source of income . However every OTT
player should get the same speed
16. I am against providing any framework that gives any OTT provider
an advantage over the others . In a free market all companies should
be play by the same rules, For example bithamazon and flipkart are
flourishing in india without any benefits being given to flipkart.
There should be no framework giving any advantage.
17. The OTT providers should be licensed as CSP. If they are thye
should report only to The Government Of India and the Trai but not to
any company or private party.
18. No. I am against any subscription charges for OTT. There is no
need to charge for each and every OTT provider and they should all be
given free and equal access to the bandwidth.
19. The goverment should have the right to monitor data which is given
to it anonymously and if found suspicious it can make the OTT reveal
the data .If the government does so then it should be help accountable
and it should publish the findings once the threat has been
neutralized
20.Promoting OTT providers and encouraging them to be innovate while
not hurting the TSPs and the interests of the consumers should be the
top priority of the TRAI
