You and your organization has championed the consumer interests and aided millions of citizens in betterment of their lives. Having seen you achieve everything you have achieved so far, I cannot fathom that you are considering a requisition of Telcos to allow differential charging for OTT services. 

Allowing telcos to charge for data based on what value the specific unit of data provided to user as opposed to the quantity of data exchanged provides an undue advantage to telcos and kills innovation. Telcos will become the gatekeepers of innovation. Such a policy is equivalent of charging differently for a call I made to my mother and my wife from a call I made to say a friend or my boss. This is unthinkable and will stymie the country and will undo several years of progress your organization has made.

Please don't allow for differential pricing for data.
