I'm writing with regard to the
Consultation Paper On Regulatory Framework for Over-the-top (OTT) services, dated 27th March 2015.
As someone who uses the internet excessively, I am alarmed by this attempt to cartelize and restrict fair access to the internet. I utilize it for many purposes such as recreation, work, communication, and just getting to know more about the world. The ability to access any website I want without hindrance has been a primary enabler of doing so.
As such, this consultation paper-- which, stripped of all the jargon, is basically trying to let telecom companies exploit end users, and create an oligopoly among app developers and others-- seems to be a dangerous development.
The internet has become what it is only because it has never discriminated on the basis of traffic. ISPs and TSPs are the providers of bandwidth. I pay them a specific amount of money to access the internet. What I do on the internet, and how I utilize the bandwidth that I am paying for is not, and should not be, any concern of the ISP/TSP.
Please know that net neutrality has been a founding principle of the internet. Globally, countries are passing laws to strengthen net neutrality. This attempt to weaken, and ultimately destroy, net neutrality in India will only be harmful in the long run.
