Dear Sir/Maam,
With respect to the recently floated Consultation Paper on Regulatory Framework for services, following are my comments:
- Should this also not set a precedent for equipment manufacturers because the processor, in one instance, is subjected to varying computing needs by different applications?
- Could/should all apps providing in-app call facility, start asking for a discount from network providers?
- Would this treatment be extended to all government departments as well when plans for digitization go ahead?
- A post-paid plan starts at INR 199 whereas data plans start at INR 256 for 3G, 1GB usage. Average consumption of data is anywhere near 600 MB for a month therefore shouldn't the provider refund or credit remaining usage to user's account?
- E-commerce 'disrupting' brick and mortar outlets is similar to saying we were happy with technology in the last century and more number of vehicles, in one instance, is because of increased per capita income.
- How effective/stringent/necessary is it for the government to regulate apps store, being provided by providers such as Google, Apple, Windows and Blackberry in terms of content? If the relevant department(s) donot intervene in such cases, what purpose does it solve to 'regulate' use of an owned property, based on an agreement between two private parties?
- A provider charges a fee from its user for providing already agreed service. How is 'nature' of service a part of it when the commodity bought is fixed in quantity?
- Would this not mean that for any service provider, the 'quality' of their service would/could be dependent, going forward, on later's relationship with its own vendors?
In my recommendation since any vested party is free to fix its price mechanism given the current market demands, it should be best be based on an agreement which is based on either the duration or usage of data and NOT the quality of experience, a user would have to suffer.
