Dear TRAI,

Airwaves are property  of India and its citizens. It has to be open to all just like any other resource within the law. Any resource has to be fairly priced.

Any shopkeeper in India cannot sell above MRP. He may give discounts. He cannot sell a product at higher rate because the use of the product is different on different days. If one uses soap to wash the car or to wash his clothes the shopkeeper cannot change the price above MRP for washing cars but at MRP for washing clothes.

Internet bandwidth is rented to us on monthly subscription. If one uses more bandwidth they can be charged more by the renting company. This need not be proporionate in any way.

But what is transmitted  on this bandwidth is the right of the subscriber within the law of the country.

A heavy vehicle has to pay more road tax than a light vehicle. But whether one choses to go to Mumbai or Pune the road tax to be paid is the same. The Government  does charge toll on new roads but it does not change based in whether one goes to meet his family or whether  one goes to work.

Similarly internet is the information highway. What is transmitted on the highway should be irrelevant within the law. Quantity of transmission may be charged differentially based on demand and supply.

If SKYPE and Whatsapp etc are giving free VOIP phonecalls and its affecting the telecom company revenues then  they should charge more for internet and let the market determine the fate of the telecos.

But when telcos will charge me for the matter of my transmission then even my PRIVACY is encroached. This goes against freedom of speech and expression - my fundamental right.

I humbly request you not to implement content  based charge on internet usage and keep the "net neutral."
