Please do not make the mistake of allowing Indian telecos to charge us for these so called "OTT" services. 
According to your TRAI paper on page 34, point 2.54 it says that global losses to telecos dude to lost revenue of voice call etc will be $479B but that the profit from data will be 2.4 trillion. That is a $2 trillion profit

You cannot call these OTT or Over The Top services just because they run on top of infrastructure of the telcos but it kinda gives the impression like they're something extra. THESE SERVICES ARE THE ENTIRE REASON PEOPLE BOTHER TO PAY FOR INTERNET! I wouldn't sign up for a 1GB 3G plan just to stare at the '3G' sign on my phone, right?

Enabling such invasion of the free internet by greedy telecos will only lead to a decrease in the number of subscribers to Internet services in India. 

Please make the right decision
