eI am supporting net neutrality and i am against differential pricing, different speeds for various services as asked by various service provides.

My response to the questions are following
  1. Yes it Is it too early to establish a regulatory framework for OTT services, since internet penetration is still evolving, access speeds are generally very low compared to other countries and there is limited coverage of high-speed broadband in the country.
  2. Absolutely not .No the OTT players offering communication services (voice, messaging and video call services) through applications (resident either in the country or outside) should never be brought under the licensing regime which will lead to a situation when entrance of new player will be difficult like no new operator applied for license after SC cancellation.
  3. The growth of OTT is slightly impacting the traditional revenue stream of TSPs which will be sufficient compensated by the increase in data revenues of the TSPs as the data usage will increase accordingly.
  4. No the OTT players should not pay for use of the TSPs network over and above data charges paid by consumers as there is no valid reason supporting it and it will definitely against net neutrality.
  5. Yes i agree that imbalances exist in the regulatory environment in the operation of OTT players and it should regulated just like the operators by asking the ott players to give data when security concerns arise.
  6. security concerns can  be addressed just like telecom player by asking for data records when there is inquiry about it but care should be taken to not mis utilize it and user privacy should be of highest importance.
  7. OTT players should ensure high security, safety and privacy of the consumer which they are already doing.There should be guidelines issued which has to be followed otherwise courts will do their job.

  9. Net neutrality is very important in india as all over the world many country are supporting it.
  10. No discrimination or traffic management.
  11. there should not be any traffic management in the first place.
  12. Tsps are already shifting their revenue model to more data oriented so no need for balancing required.
  13. Should not  be allowed
  14. Donot allow differential pricing there is no justification in that  everything should be treated equally.
  15. Now no need for that and should be considered in future when need arises.
  16. No need for framework for encouragement as there are already motivated people and then know what to do.
  17. No subscription charges as this is against the basic idea of net neutrality.
  18. No licencing
  19. A guideline and monitoring first and if there is a need then regulation.
