Question 1: Is it too early to establish a regulatory framework for
OTT services, since internet penetration is still evolving, access
speeds are generally low and there is limited coverage of high-speed
broadband in the country? Or, should some beginning be made now
with a regulatory framework that could be adapted to changes in the
future? Please comment with justifications.
Answer. Is it okay to ask someone? Like “Is it too early to lock you inside your house”.
Well When we are paying for Internet they should provide us internet.
when we are paying for 2G the service should be of 2G.
When we are paying for 3G it should be of 3G and same for 4G.
No, one should ask us what you going to do with your money so no one should direct us what we going to do with our internet.
This shouldn’t has to adapted now neither in the future.
Question 2: Should the OTT players offering communication
services (voice, messaging and video call services) through
applications (resident either in the country or outside) be brought
under the licensing regime? Please comment with justifications.
Answer. No, they shouldn’t. If I brought TV from your Shop it doesn’t mean that you can order me to watch what I wanted to.
And if want something new I have to pay for it.
Even I have to pay monthly for it.
As when they provide us voice calling different type of signal has to work.
But when they have to provide Internet they have to provide us with different kind of signal network.
If they are not regulating what we are talking over voice calls.
Then why they are regulating what we are using over internet???
They are charging us for 2GB of data. Then it’s our choice in what we wanted to spend those 2GB of data.
If you’re a Burger vender you have to sale your burgers you shouldn’t ask..
“To whom you going to feed this burger”.
Question 3: Is the growth of OTT impacting the traditional revenue
stream of TSPs? If so, is the increase in data revenues of the TSPs
sufficient to compensate for this impact? Please comment with
reasons.
Answer. Yes, It is violating the traditional revenue stream of TSPs.
As from long time we used to charged for rupee/Per minute call.
after that Paisa/per second call.
And for internet 10p/per 10kb or something like that.
Or with some Data packs of 2GB,3GB or higher for some predefined value.
And yes till now no one asked us whom you going to call by your available balance and no one what you going to browse with your internet.
But now they wanted to charge us for every data by their choice.
why? What’s the need of this ??
Question 4: Should the OTT players pay for use of the TSPs network
over and above data charges paid by consumers? If yes, what pricing
options can be adopted? Could such options include prices based on
bandwidth consumption? Can prices be used as a means of
product/service differentiation? Please comment with justifications.
Answer. They should be like.
If you wanted to use Internet on so and so speed you have to pay so and so money.
this should be predefined.
And no one should be allowed to charge extra for every new activity done by the consumers by the internet.
Like if I recharged my datacard for 10GB then it’s my choice … what I’m going to use it for.
No one should charge extra from me for any activity done by me over internet.
They can decide the charges for bandwidth.
Such as 2G connection is of different rate and 3G is of different and 4G should be of different.
And yes the rates should be reasonable and should be affordable for every Smartphone user.
I’m unable to answer all the question asked by you cause. I can’t understand many of them.
As a Indian I want my total command over my internet. No one should direct me what I can view over internet at what price. And what I can use at what price.
They could charge us over the data package. But not over What we could use over internet.
