Respected Sir,
Now a days , It is required to form an act
or regulation on Net neutrality to protect the interest of consumers
Also to the a la cart or the service based charges.Therefore my views
on the consultation paper is not as per the format of 20 ques. but i
have to put my views on some points :-
1) OTT players like (whatsapp , line ,viber etc.) should not be
brought under any regulation .These apps consumes data and the
consumers pays for that data to telecom operators. If possible a ONE
TIME fees may be levied on these OTT players to enter into the market.
But if a student or new developer prepare this type of application
and can not pay that fees???This may hurt to new developers and and
students.Therefore no regulation is required for COMMUNICATION as well
as NON COMMUNICATION OTT PLAYERS.
2) A regulation Should be formed to protect the net neutrality which
means "The Internet must be kept open and neutral. Reachability
between all endpoints connected to the Internet, without any form of
restriction, must be maintained.
ii. All data traffic should be treated on an equitable basis no matter
its sender, recipient, type, or content. All forms of discriminatory
traffic management, such as blocking or throttling should be
prohibited".
As we know what Airtel tried in Dec 2014 , this against the net
neutrality and anti-consumer.Therefore Net neutrality should be
protected.
3) The Telecom Operators continuously said that there revenue is eaten
by the OTT players.I want to say that due to these apps and OTT
players the no. of consumers using DATA services and the data used per
user has increased exponentially as compared to 2008-09 when these app
are not used on current scale.Therefore the revenue has increased in
respect of DATA SERVICES.
