I don't understand the legal jargon you have put up in your questions. Which are no way understandable to regular public. In fact,i think you want to pass those questions silently so that your corporate friends may charge us for the OTT services.

We Want net Neutrality,This is a Independent country,and by the constitution & the IT act you can't charge us for the services we use,we may use any site,this is our freedom. And you can't take it away from us.

You want to charge for net ? Remember,you are reading this by use of internet. You are going to kill the only thing which supports you.
