Before charging for OTT services internet should be made free as paying to OTT players which depend on Internet Service Providers will be similar to paying twice for the same thing (using internet).

Answer 1:
Yes it is too early to establish a regulatory framework for OTT services, since internet penetration is still evolving, access speeds are generally low {(1 kbps - 30 kbps 2g) and (1kbps - 120 kbps 3g) TATA DOCOMO} and there is limited coverage of high speed internet. No beginning is required to be made now because paying twice for same thing (using internet) is not a good choice

Answer 2:
Everyday a new OTT  player is emerging with new offerings, hence licensing a new app everyday is not an easy task, and depriving internet users to use them would be similar to internet censorship. And again paying to OTT players which depend on Internet Service Providers will be similar to paying twice for the same thing (using internet).

Answer 3:
No, the growth of OTT is not at all impacting the traditional revenue stream of TSPs. This is because they are also serving as a TSP and we are paying to them for that. It is matter of competition between the competitors. Taking side of one and determining impact of other on it is totally wrong.

Answer 4:
OTT players paying to TSPs mean, internet users paying twice for the same thing (using internet). Paying to OTT players which depend on Internet Service Providers will be similar to paying twice for the same thing (using internet).

Answer 5:
No, Just reducing down the price of spectrum can diminish all the 20 questions.

Answer 6:
Security is a matter of highest concern hence, OTT players allowing government monitoring must only be allowed to play, in case of communications.

Answer 7:
OTT players can ensure safety, security and privacy by data encryption technologies.

Answer 8:
Considering (access to Internet) and (Call and SMS) as two different things is sufficient to resolve the matter. An ISP must get money from the user to let him use the internet and its role must end there only. It must not be provided with powers to start dictatorship and force users to use its services instead of OTT player's services.

Answer 9:
In Indian context until 2g internet speeds are above 50 kbps and 2g internet speeds are above 300 kbps (even in the remote areas) under any circumstances, while using with any device (either mobile phone or Laptops equipped with USB dongle not provided by ISP), talking about net-neutrality is totally wrong.

Discrimination word itself is the wrong thing, thinking about how to discriminate would be worst.

Answer 11:
It would be wrong to let TSPs free to take decision and loot their customers leaving no choice to them. And thus there will no meaning for existence of TRAI.

Answer 12:
Government should bear the cost for the citizens of India. Just reducing down the price of spectrum can diminish all the 20 questions. Return a fixed amount back to all of the participating ISPs irrespective of their investment will reduce the load on ISPs.

Answer 14:
There is no justification for allowing differential pricing for data access and OTT communication services. Because this means internet users paying twice for the same thing (using internet). Paying to OTT players which depend on Internet Service Providers will be similar to paying twice for the same thing (using internet).

Answer 15:
OTT communication service players are not the internet users, they are a kind of service providers providing services at economical price which for a user also include payment already made to the ISPs.

Answer 16:
No framework is required to be adopted.

Answer 17:
Licensing OTT communication service players means internet users paying twice for the same thing (using internet). Paying to OTT players which depend on Internet Service Providers will be similar to paying twice for the same thing (using internet).

Answer 18:
In the worst situation for Indians, if licensing is done OTT services will cost high which the users will have to pay. Thus regulation will also become important otherwise OTT services are so cheap that regulation is not at all required.

Answer 19:
If everything is correct under Indian Laws then there is no need of regulation.

Answer 20:
Yes, It will be the beginning of dictatorship.
Someday these ISPs may launch any app for e.g. "------- Sandesh Sewa" or "-------- Kharidi Bikri Sewa" with worst service and offerings at very low price and will raise cost for using Best services by other OTT players, thus forcing the users to use their services only.
