I strongly oppose charging different rates for different websites. The power of the internet to bring people out of poverty lies in the fact that its a level playing field for any one from ebay to road side shop. This move will make it much harder for the road side shop to fight big business. 

A few years back if we had this plan, we might have never seen flipkart challenging Amazon and Ebay. Do not kill startups in India to give more money to Airtel.
