Question 1: Is it too early to establish a regulatory framework for OTT services, since internet penetration is still evolving, access speeds are generally low and there is limited coverage of high-speed broadband in the country? Or, should some beginning be made now with a regulatory framework that could be adapted to changes in the future? Please comment with justifications.
Ans: In our country where Internet penetration is so low, internet speed is snail paced, prices are already high, it certainly is not the right time to regulate such services. The big companies are already earning a lot from data and if these services are regulated their earnings will increase multifolds. Consumers are not going to benefit from this at all.

Question 2: Should the OTT players offering communication services (voice, messaging and video call services) through applications (resident either in the country or outside) be brought under the licensing regime? Please comment with justifications.
Ans: This is the next level of internet who knows what comes ahead. ISP's are already earning huge amount of money through data packs.OTT services are just giving competition to them and ISP's are afraid of them. We should bow down to them.

Question 3: Is the growth of OTT impacting the traditional revenue stream of TSPs? If so, is the increase in data revenues of the TSPs sufficient to compensate for this impact? Please comment with reasons.
Ans: This cannot be true. Its just an illusion that ppl are using OTT services more than the traditional services. It can be that there call and sms revenue has dropped but their Data revenue has increased multifolds with the increase in the numbers of smartphones ppl are having with them. These ISP/TSP's are just trying to take advantage of the situation and trying to fool TRAi into taking such decision.

Question 4: Should the OTT players pay for use of the TSPs network over and above data charges paid by consumers? If yes, what pricing options can be adopted? Could such options include prices based on bandwidth consumption? Can prices be used as a means of product/service differentiation? Please comment with justifications.
Ans: I believe they are already paying the price to TSP's. If not, the pricing should be such that it doesn't burden the end user. TSP's and OTT have many means of generating revenue and they are doing it since long. So I dont think price should be a mean of product/service differentiation at all. Internet is for all and should remain for all. These corporate houses shouldn't be allowed to do this.

Question 9: What are your views on net-neutrality in the Indian context? How should the various principles discussed in para 5.47 be dealt with? Please comment with justifications.
Ans: In our country where Internet penetration is so low, internet speed is snail paced, prices are already high, it certainly is not the right time to regulate such services. The big companies are already earning a lot from data and if these services are regulated their earnings will increase multifolds. Consumers are not going to benefit from this at all.

Question 10: What forms of discrimination or traffic management practices are reasonable and consistent with a pragmatic approach? 97 What should or can be permitted? Please comment with justifications.
Ans: None is reasonable from my perspective. TSP/ISP have means to come terms with OTTs so it should be left with them only.

Question 11: Should the TSPs be mandated to publish various traffic management techniques used for different OTT applications? Is this a sufficient condition to ensure transparency and a fair regulatory regime?
Ans: Yes it should be but there need to be another way also to increase the transparency in the accumulated revenue by these TSP/ISP and OTTs

Question 12: How should the conducive and balanced environment be created such that TSPs are able to invest in network infrastructure and CAPs are able to innovate and grow? Who should bear the network upgradation costs? Please comment with justifications.
Ans: I donot know about that.
