Please could you let me know about the following for our story?

- The paper requests stakeholders to respond to 20 questions. By stakeholders, does TRAI mean Indian citizens/web and mobile users? And can they respond with more concise answers?

- The paper calls for counter comments by May 8. By this, does TRAI mean it wants citizens to hear about the first wave of responses and then share their thoughts? If so, how will TRAI publish these responses?

- When will TRAI finally take a decision on net neutrality?
