Subject: OTT & Fate of Internet in India

Dear Sir,

As per the publication of yours(Paper No: 2/2015), titled "Regulatory Framework in OTT Services", I as a republic citizen of India have some serious concern about it and I have putted them here for you:


– India is a growing economic capital of the world with next to Agriculture, IT Sector as the core contributor. The paper seems to me as completely biased towards the "Network Operators" and the beneficiaries and there is a serious need to see the Other Side of the story.

– The paper clearly states that Network Operators are facing heavy traffic and this will increase in coming years, true that, but wasn't this was supposed from our growing economy? The paper states that Network Operators hence have to upgrade their backend to cope up with this. Well, if done this, wouldn't it be great? Having Fast Internet access, fast access to information, the dream of our Honourable Prime Minister coming true, when everyone in India will be using Internet, and he has commissioned various verticals for the same. I would love to see those old machines been moved out and replaced with better and efficient ones, paper also states that doing this will cause a capital loss to Operators, well here my question is, Are we Looking for the benefit of 5 Firms or a nation of 3Billion Population? A total cost burned by them can be recovered by them through the fast vertical services they will provide thereafter. If the organisations are going to align towards the benefits of few then we are never going to grow. 

– Aren't we going to have 4G and 5G implemented in coming days? If yes, don't they require better infra? Aren't investment required in these verticals? If Yes then I firmly believe the same channels can be used for supporting the current infra problems.

– In the paper it was stated that in Developed Countries are facing the same issues, I guess they were the first to promote the WWW and Internet, the teleoperators were first to support it, and they have been boosting their technology from years(without filing such plea and acts that we are seeing these days been filed in our country), recently NetFlix and other beneficiaries filed plea in US court on the similar issue but was dismissed and the Court ruled in the favour of Citizens of US.

– Pointing out Flipkart and other India's leading Startups is dismay! The IT firms that are pushing boundaries will get penalised because they have gained a good userbase and has provided employment to various small scale industries and vendors which were previously unknown and wasn't able to grow? And their users then have to pay extra charges to use their services? Are we living in 90's or is this a blasphemy? It sounds like "Hafta Vasuli" to access services on Internet! I seriously request you to rethink about this.

– Citizen of India are already alarmed, we in IT industry are already alarmed about this, our creativity is on verge of getting doomed, if I have to build a similar service just like WhatsApp, my users has to pay extra to their Network Provider before using it, which will result in no user base growth and me being under heavy loans to pay for all the service infra building! I will surely drop my idea and move onto something else, you are challenging a country which is world's biggest IT Hub through this, don't try this!

– What is you aren't seeing coming: Engineers and young entrepreneurs leaving the IT industry, a decline in the Startup culture, less number of people connected in between, the Network Operators may not be seeing a decline in their business growth in current scenario but will surely see after implementing this, we are growing economy, to pay for something that is Open on web will never be justified by a common man!

– If this bill get passed, I am Looking Up for Satellite based Internet, We will see more open organisation that will be sending satellites to provide the internet services to user, because on ground such rules(OTT Regulation) will never make it happen, more space junk, more rockets, more pollution, more chaos, more pleas, more under growth of economy and many more that can't be fitted inside this email.

– I am personally connected with several big and large scale IT industries and we had a discussion on it, the conclusion was: OTT shouldn't be applied as it is without any ground implementation of false regulations that can very well be solved using better infra and technology, also India is supporting Make In India campaign and with such an image of our Telecommunication Industry, everyone will boycott! And We, the young entrepreneurs will boycott, I would then rather prefer moving out of my country to someplace where Individual Benefit is above all and we all will close down our leading and growing Startups, I know this feel sad, but this is a harsh truth. My country was always to the people, by the people. In this regulation I don't see the word "People", I see the word "Beneficiaries"!

– If the Network Operators are unable to upgrade their infra, ask them to recruit fresh brains, provide more jobs for people of India and together build a better nation, rather then sitting and crying like an infant just because people demand them to grow up!



I am pretty much sure that you will act wisely on this issue and will rule in favour of common man and not for the 4 handful operators that are unwilling to explore and invent new technologies and are just copying everything from the West!
