And for those customers, for whom it feels it might charge much, it can pass on the benefit of transferring unused data to the next month or to a family or friend, as a percentage atleast if not wholly.!

Also most of the customer base, uses the apps listed out by the companies and if it feels it has its losses due to those apps, the companies can very well adjust the prices of the internet packs, it offers, for offsetting the losses it can incur rather than, differential pricing of apps, which in the long run isn't good for people.!

The telecos can give in a standard minimum 1GB plan offer only through which some of the apps will operate; thereby making up for the losses, that it can incur through free internet calls and messages. The chota packs can be removed totally or there can be a rule that,they can be used only once a month,  thereby the net neutrality can be maintained at the same time.!
