All the sites should have equal speed... if a equal preference is given to all the site then the question of inequality will not rise & an bloger will also have their independence. And a big company will not be able to suppress an innovative mind...

But a different types of free usage limit may be imposed on certain like ...
1. massaging app (whats app, line, we chat, hike etc)
2. social media ( facebook, google plus etc)
3. voip service (skype, hangout etc)..

So that the unnecessarily use of this types of apps will come down... but please don't charge for search engines & email service as it is not for pleasure...

Lastly if the gov't can, then a initiative may be taken of synchronization of the 'common identity number' (like voter id , licence number etc) with any type of social services site to email id , wherever registration is needed..so that the govt can take mesure quickly..
