1) Internet penetration is still very less in our country as opposed to developed country like USA. The connection speed and the per capita data consumption are way higher then us . So those people talking about net neutrality makes sense but the same may not be true as of yet for our country . So indeed it is too early to regulate OTT services .

2) OTT players are innovating . They are providing new ways and easier ones for us to work with . Bringing them under licensing would hamper the entrepreneur in them and also bring a halt to their level of innovation which in the end will affect the consumer profoundly .

3)No the growth of OTT isn't hurting TSPs. If their voice and text subscription are falling it more than makes up with the additional data people are buying this days . And with the advent of 3G and 4G this figure is bound to go up only . 

4) No the ott players should not be charged aver and above data charges paid by consumer . How a consumer uses data he subscribes to should be his own freedom. To get regulated will mean those those services that are cheap will reach the masses and some innovation that can drastically changes a consumers life will not be able to just because his services are costlier . 

5)I would not say that there is an imbalance. But an OTT player should keep in accord the local laws and other sensitive issues and adhere by them .

6) Regarding security OTT players should definitely be brought under the ambits of Indian laws . If a court summons requisite data regarding an investigation for evidence or some thing like that the OTT player should be facilitate in that.

7) They should ensure that a consumers data is best protected with them and there servers be safe and secure .

10) Traffic management as in favoring the data of a particular site in lieu of others is not reasonable . When everyone is given an equal opportunity to play the best of things stand out .

11) If traffic management is indeed employed then the TSP should indeed publish this so as to help a particular consumer be able top choose that the services he/she wishes to use are best on the particular one they are using or on a rival TSP and hence they can take a better decision to choose a networked connection .
12) TSP should be the one building the infrastructure . Because when a consumer purchases data he chooses it from a TSP and they earn . So its reasonable that the invest in infrastructure because the better their infrastructure more people will use it and the better will be their revenues.

13) No TSP should not be allowed to discriminate between services at all .

14) There can not be any justification other than that discrimination towards OTT players and favoring of TSPs if differential pricing norms are allowed . 

15) OTT players should be seen as facilitators not as bulk users . Because of the nature of the service they provide OTT players reach each and everyone and at minimal cost . They themselves do not push alot of content other than being a medium between two different consumers , So the content and data is rather created by the end user not the OTT player and the OTT player just host the data .
16) To encourage india specific OTT local & global players should be given an incentive of some kind that makes app developing for our country very appealing to them .

18) If an OTT player decides to monetize its service by charging than the charge of the service should be in accordance with its cost of development . 

19) Again differentiating between OTT players of different segment is not a viable thing to do .
