Actually the question is not about being early or late to establish regulatory framework for OTT services, it's actually about right (moral) or wrong (immoral). Discrimination in net access will not only plunder the idea of Digital India Initiative and broadband penetration growth but also give a boost to crony capitalism (an aspect that the current govt is fighting its image for because of the land ordinance bill). It's image will take a further beating as a govt of anti-people and pro-business.
