Dear Sir,
I understand that TRAI is considering allowing telecom cos to regulate OTT services and charge them differentially. This is a very unfair practice as has been made abundantly clear thru so many agitations against such attempts all over the world. 
Charging separately for different sites and apps, is like telcos listening in on phone conversations and charging differently for business discussions, information passed and gossips. It's like the post department charging differently for letters depending on the content of that letter.

Irrespective of the site accessed or the app used, the charges should be based purely on how much of data is transferred. If for eg, I am a heavy user of youtube and skype, then a simple 1gb 3G data pack is not going to be sufficient for me and I'm going to have to pay the telco extra in the form of a 2gb or 5gb pack. This automatically ensures that the telcos earn higher from those people who use more. Why should I be made to pay extra every month for a couple of youtube videos watched or a one-odd skype video call? If I can manage that within my 1gb limit, then I'm anyways not taxing the telcos network.

The biggest danger of the proposed change is that it gives the telcos a free hand to bully websites/ apps into yielding to them, with the potent threat of discontinuing access to / slowing speeds to the sites in question. This will make them [telcos] the dictatorial gatekeepers to the internet in india deciding what content I am allowed to access and at what cost.

The other serious concern here is the privacy concerns. Is the TRAI seriously considering officially allowing telcos to throw privacy to the wind and keep an eye on every internet activity of mine, of you and every one [including govt, armed forces and other agencies]?! 
This regulation of services is not possible without compromising on privacy and compromising on privacy is attacking at the very fundamental values of a democracy.

I urge you to reconsider this decision and to continue to allow telcos only to charge on the basis of the amount of data used and not on what it is used for.
