As a common man I feel that when a regulation is brought up u need to make sure that end user experience same facility across networks, now the focus of each network will be towards capturing modern demands rather than being on net coverage which forms the basis, secondly plans of this complication will reduce no of users world wide, u can't expect my mom to recharge skype alone, people of kind still exist 

Importantly innovation will be next to money if what so called above rules comes to existence, as innovation people can't compare with money lords

So with common people ideology , we don't need this
