Dear Sir/ Madam,

I believe licensing of any nature on Internet will undermine the Internet's usability as well as fairness to all market players and users. We have similar natured debated going on in other countries as well (ex USA).

Furthermore, the idea itself of Mobile operators being given a right to choose 'how I spend my data' and influence that directly (raising cost of few apps)/ indirectly (making few apps free to surf), will ultimately result in market manipulation.

I would request you to reconsider.
