1. yes it is very early to put regulations on OTT services. lots of new startups will be hampered due to this.
2. no, the OTT players should not be brought under licensing regime. It seriously compromises on the free and independent nature of internet. 
3. yes, whereas it slightly affects the revenues of TSPs but the data revenues easily compensate that. furthermore, OTT services are a step towards evolution of communication, and these services are only beneficial to the humankind. Human effort has always been to make communications cheaper and it is only natural that OTT services will continue that process. 
4. there is no reason for the OTT players to pay for providing services. Internet has been equal for everyone throughout history, and it is better for its evolution that it remains so.
