1. Yes, it is to early to establish a regulatory framework for OTT services.
2. No,the OTT players offering communication services (voice, messaging and video call services) through applications (resident either in the country or outside) should not be brought under the licensing regime.
3. Growth of OTT is not impacting the traditional revenue stream of telecom service providers (TSPs). OTT uses data which we are buying from TSPs.
4. No, the OTT players should not pay for use of the TSPs network over and above data charges paid by consumers
5. No, imbalances do not exist in the regulatory environment in the operation of OTT players.
9. Net neutrality has ensured that every information is served to the public without discrimination. It had helped us to access information and gather knowledge.  Without net neutrality, information will face discrimination . The sited profitable to the TSPs will be cheap while we have to pay extra for other information which provides no profit to the TSPs.
11. No, the TSPs should not be mandated to publish various traffic management techniques used for different OTT applications. This is not a sufficient condition to ensure transparency and a fair regulatory regime.
13. No, TSPs should not be allowed to implement non-price based discrimination of services.
14. There's no  justification for allowing differential pricing for data access and OTT communication services.
18. There is no need to regulate subscription charges for OTT communication services.
